Django Error: [WinError 10013] 以一种访问权限不允许的方式做了一个访问
python manage.pyrunserver之后出现这个错误的一个可能原因是你的电脑正在运行的程序（比如酷狗）占用了8000端口，but by default, the runservercommand starts the development server on the internal IP at port 8000
解决方法有两个：
- 关闭占用了8000端口的软件（比如酷狗）；
- 更改Django测试服务器的端口号，for example :
